Is a painstaking permit battle the future of the All Aboard Florida fight?

Before it can begin running its trains between West Palm Beach and Orlando, All Aboard Florida must navigate an extensive regulatory process, one that ranges from obtaining approval for massive real estate and infrastructure development, to getting the OK to relocate a small population of gopher tortoises.

In all, the passenger railroad likely will need federal and state agencies to sign off on more than 30 permits before it can extend rail service from West Palm Beach, through the Treasure and Space coasts and on to Orlando International Airport.
